Democratic traditions incorporate the tradition of development and protection of civil rights. Their purpose is to protect individuals from the state and to guarantee free spaces in which they can participate in decision-making. At the same time new information technologies provide an opportunity for government and private organizations to carry out unthinkable complete control over individual citizens and society as well as to cut the already established rights. The next decade will be crucial in terms of whether modern information technology will be a step towards more freedom and democracy or total surveillance and loss of free public spaces.
